Can horizontal inequalities be overcome?

In this article, the United Nations Development Programme (UNDP) emphasizes on the need to correct persistent horizontal inequalities. Such inequalities among different cultural groups are not only unjust, but can also oftentimes result in violent conflict, and thus should be eliminated. By using case studies of selected countries, the UNDP explains that horizontal inequalities can, in fact, be reduced, but require more than mere changes in policies to be completely overcome. A comprehensive approach guided by strong political leadership, as well as recognition and support from powerful levers such as the IMF and the World Bank are needed in order to translate words into action. For as long as these are lacking, horizontal inequalities will remain as threats to social cohesion and societal stability.
